Mohammed Ali Shabbir was born in the year 1957 in an agricultural family at Kamareddy, Nizamabad District in a traditionally backward region and graduated in Commerce.

Active participation in Youth Congress movement to him to the State level to become State General Secretary, Vice-President of AP Youth Congress and Member of AICC. In 2008 he was appointed as Executive Member of Andhra Pradesh Congress Committee and Member of Pradesh Election Manifesto Committee.

Contested assembly election from Kamareddy in the year 1989 and won with a thumping majority and became First Minister for Minorities Welfare, Wakf, additionally he was held Sugar, Fisheries, Khadi Village handicrafts. The Minority Department was created for the first time in India in the year 1993 at Andhra Pradesh for the up-liftment of minorities.

MOST IMPORTANTLY, on the way to Machareddy Mandal Headquarters on 01.07.1997 in Kamareddy constituency, to unveil the statues of Smt. INDIRA GANDHIJI and Late Sri RAJIV GANDHIJI, he had miraculous escape along with M. Baga Reddy, MP and other senior leaders, from the ghastly accident of CLAYMOR Bomb blast in seconds planned by dreaded Naxalites. 5 Congress workers died and another 9 workers survived and suffering with physical disability.

Contested from Kamareddy Constituency in April, 2004 elections and won with thrashing majority of 52,600 votes over BJP Candidate and got highest majority of votes among congress candidates and assumed charges as Minister for Information and Public Relations, Energy & Coal, NRI Affairs in the Cabinet of Dr. Y.S. Rajashekhar Reddy. Later, he assumed charge as Minister for Energy, Coal, Minorities Welfare, Wakf & Urdu Academy and NRI Affairs in the Cabinet expansion held on 26.4.2007. Mr. Shabber was made In charge Minister for Greater Hyderabad to oversee the development program he was also in charge for Kadapa District for 2 years.

He was instrumental in providing 4% reservations to the socially and educationally backward Muslims in the State for the first time. Under his able leadership the Minorities Welfare Department providing scholarships to 7.70 lakh students and fee reimbursement to 1.81 lakh minority students on par with SC & ST students. In addition to this the Government has sanctioned 12 pre-metric hostels, 16 post-metric hostels, 12 English medium residential schools for providing better educational facilities to the minorities.

Under the dynamic leadership of Mr. Mohammed Ali Shabbir, the NRI’s addressed. The amnesty was declared by the UAE, where as 35000 Andhra Pradesh persons were brought to the State and 1256 was given free tickets. The problem of Gulf NRI’s was promptly attended and separate cell was created for NRI Affairs at GAD for redresses of their grievances.

He has since been elected as Member of Legislative Council, Government of Andhra Pradesh, with effect from 14-March-2013 for a period of Six Years i.e., upto March-2019.

He has also been appointed as Vice-President of A.P. Congress Committee and presently Incharge of G.H.C.C. to face the ensuing Panchayat, Local Bodies and General Elections-2014.

He has been now appointed as Leader of Opposition Telangana Legislative Council.
